I am somewhat embarrassed to say that my girlfriend had just purchased this for our cats. Though I have not thoroughly investigated it as of yet it appears to be a laser mounted on a stepper motor reflected off of a manually controlled mirror. When you are not operating it by hand it can only go in a circle not that the cats seem to care as long as it keeps moving.
