When the level of the soda is equal to the level of the spout it is still helped along by the extra gas in the evacuated portion of the bottle. So, it is still under enough pressure to get most of the soda out. However, I think when it get to about half a glass full you are supposed to remove the jigger and pour the remainder anyway.
